The FBI conducted law enforcement activities at Quality Behavioral Health centers in Detroit, Troy and Eastpointe, Michigan, Aug. 25, the Detroit Free Press reported Aug. 25.
FBI members were present in all three cities, including breaking down a door and drawing guns at one center. There was no threat to the public during the activities, according to a statement from Detroit FBI spokesperson Jordan Hall. No further details were provided.
Quality Behavioral Health is a nonprofit based in Detroit that provides detoxification, withdrawal management, residential and outpatient services, according to the provider’s website. The organization had $21 million in total assets and total revenue of $8.96 million in 2024.
Naveed Syed, president and CEO of Quality Behavioral Health, had not been arrested or formally charged, according to his attorney, Art Weiss.
“It is my understanding that Mr. Syed has not been arrested and has not been formally charged with anything. He maintains his innocence and looks forward to this entire episode cleared,” Mr. Weiss said.
IRS records show Mr. Syed paid himself $83,350 through Packard Motels, a company he owns that was used to house the company’s rehab clients. The filing also discloses that Mr. Syed rented office space from his son-in-law’s company for $20,350.
Troy Police Sgt. John Julian confirmed his department assisted the FBI.
Detroit Wayne Integrated Health Network (DWIHN), which described Quality Behavioral Health as one of its contracted providers, said it was working to prevent disruption in services. DWIHN President and CEO James White said its network serves more than 123,000 individuals and families each year.
