New York is investing $21 million to expand Comprehensive Psychiatric Emergency Programs (CPEP) across the state, with funding supporting three new programs and improvements at four existing programs.
Three hospital networks received $18 million to establish CPEPs:
- Westchester Medical Center Health Network (Valhalla, N.Y.) — $5 million in capital funding and $1 million in start-up funding for a program serving Dutchess and Ulster counties
- Champlain Valley Physicians Hospital (Plattsburgh, N.Y.) — $5 million in capital funding and $1 million in start-up funding for a program serving Clinton, Essex and Franklin counties
- Lincoln Medical & Mental Health Center (New York City) — $5 million in capital funding and $1 million in start-up funding for a program serving the Bronx
The State Office of Mental Health also awarded about $3.1 million for improvements at existing CPEPs:
- United Health Services Hospitals (Binghamton, N.Y.)
- Richmond University Medical Center (Staten Island, N.Y.)
- St. Joseph’s Hospital Health Center (Syracuse, N.Y.)
- Stony Brook University Hospital (Stony Brook, N.Y.)
New York has 21 CPEPs and three CPEP satellites operating statewide. State-funded programs recorded more than 110,000 visits between February 2025 and January 2026, with more than 18,000 patients admitted to extended observation beds.
